Ukrainian police and SBU expose alleged plot to attack a Kyiv enlistment office

Photos and video released Oct. 20, 2026 by the National Police of Ukraine. Police say officers of the strategic investigations department in Kyiv and SBU investigators exposed a group, organised by a figure it calls a crime boss, that planned to set fire to or fire a grenade launcher at a territorial recruitment centre (TCC) in Kyiv or the Kyiv region, offering $15,000 to $50,000 for the attack. The organiser was detained in August in another case, a second suspect was detained in Shostka and a third is abroad; all three were served notices of suspicion of preparing a terrorist act. The photo shows two officers with a man whose face police blurred; the suspicions are allegations, and the people are presumed innocent until proven guilty.
