Parking enforcement fears nothing: tank stuck on median

Cartoon in SNECK style: a big olive-green army tank sits stuck on top of a crushed concrete highway median while cars wait in the lanes behind it. In front, a deadpan parking officer in a peaked cap, a dark mask with big googly eyes and a yellow sash calmly holds up a parking ticket to the tank's gun barrel, ticket book in hand. A smug googly-eyed drone hovers overhead and a roadside billboard shows a meadow painting.
